Meanwhile British subjects are exempt from the restrictions imposed on other countries by their provisional agreement. - The Siamese complain that they are injured by this British privilege, & M. Satow proposes that they should adhere to the provisional arrangements for the rest of the goods, until the Siamese regulations for establishing an _ad valorem_ rate to the import duty are brought into force. We say that we do understand the matter & see no reason to object to M. Satow's proposal.
